Operations Manager Job description
The Records Program Manager is responsible for developing, implementing, and maturing the Records and Information Management program for the Port of Tacoma (Port) and The Northwest Seaport Alliance (NWSA).
The position works closely with the Port/NWSA Public Records Officer, Records Analyst, and departmental Records Coordinators, as well as the Information Technology department to accomplish the essential functions of the position.
This is a fully benefited, limited-duration position expected to last up to three (3) years.
Primary Functions
- Leads efforts to identify, create, and update policies and procedures related to Records Management and Information Governance.
- Leads the planning and implementation of communication, organizational change management, and training activities to introduce, mature, and reinforce proper records and information management for Port and NWSA staff, executives, and commissioners.
- Works with individual departments in the adoption of proper electronic records and information management practices by partnering with departmental leaders to develop plans, expectations, and approaches specific to each department’s information and records needs.
- Partners with IT department technical staff to select, implement, configure, support, and train users in the use of Microsoft 365-based technology solutions that support the records and information management needs of the organization.
- Leads the Information Governance Working Group to prepare agendas, decision topics, options, and recommendations for consideration by the Information Governance Steering Committee.
- Proactively identifies and leads efforts to enhance and evolve procedures, tools, and best practices related to handling legal discoveries and responding to public records requests.
Required Education and Experience
Bachelor’s degree in business, technology, or related field required. An additional four (4) years of relevant experience may substitute for a bachelor’s degree.
Four (4) years of increasingly responsible experience in records and information management is required, including experience managing a records program within a public agency at a departmental or organizational level.
Experience assisting public agencies in adopting electronic records management practices and utilizing MS365 Records Management capabilities is highly desired.
Additional Requirements
Must have a thorough understanding of the State of Washington Public Records Act and the Attorney Generals Model Rules. Must be able to write documentation such as tracking spreadsheets, training materials, presentations, policies and procedures using MS Office software. Experience with SharePoint is required. The ideal candidate will have experience with Organizational Change Management methodologies such as A.D.K.A. R. Strong analytical, organizational, interpersonal, communication, and problem-solving skills are required, as is a flexible, collaborative approach with a willingness to core role. Working knowledge of MS Dynamics CRM and GP and IBM Maximo and a general understanding of enterprise applications is preferred. Successful candidates will focus on end-user needs and help them adopt new tools and ways of working.

In accordance with the Immigration Control and Reform Act of 1986, all persons offered employment must provide acceptable proof of identity and authorization to work in the United States. A proof will be required prior to employment.
The successful candidate must possess (or obtain within 30 days of employment) a valid driver's license. Candidate must be able to successfully complete a post-offer substance abuse test (includes both drug and alcohol) and background investigation. Candidate must also be able to obtain/maintain a Transportation Worker Identification Credential (TWIC), which is a program managed by the Department of Homeland Security (DHS).
