Project Management Job description

Manages assigned maritime capital improvement projects to ensure that they are well-planned, coordinated, scoped, budgeted and designed; constructed safely, on schedule, within budget, with good quality, with minimal operational impacts and with positive effects on overall security. Serves as the department’s primary liaison on all of Massport’s Real Estate and Development projects, overseeing all engineering coordination from the design to construction phases. Acts as a mentor and advisor to staff and participates in internal peer reviews.

Essential Tasks of the Job

Assists the Maritime Program Manager in developing waterfront-specific projects for the Capital Program, including but not limited to, the following:

1. Manages Massport’s dredging projects and other waterfront infrastructure projects

2. Understands the condition of Massport’s waterfront infrastructure. Assists the Maritime Program Manager in the prioritization of potential maritime projects to be included in the Capital Program

3. Presents specific project data and technical information for ongoing and proposed projects to support Operating Departments’ goals. Tracks and analyzes schedule, funding, percent complete, etc., for ongoing projects. Provides preliminary schedule and cost estimates for proposed projects

4. Assists in coordinating and securing all necessary internal Massport project approvals

5. Support the Program Manager and other staff to prepare briefing documents for Senior Leadership

Leads the consultant selection process.

1. Prepares, coordinates, and reviews consultant Requests for Qualifications (RFQ)

2. Conducts Consultant briefings and walk-throughs

3. Serves as a voting member on the Designer Selection Panel

4. Provides technical and professional assistance in ranking and evaluating proposals.

5. Leads Consultant contract and fee negotiation processes

Manage consultant team during design phases to ensure adherence to scope, budget and schedule.

1. Monitors and reviews consultants’ work including all plans & specifications to ensure adherence to financial, technical, scope definition and schedule requirements

2. Reviews BIM execution plans and BIM models, as needed

3. Leads meetings and reviews documents to ensure that the project stays on track

4. Keeps the relevant representatives from the Operating Unit (i.e. Real Estate, Maritime or Aviation) fully involved in the design development

5. Oversees consultants’ and projects’ costs while ensuring quality of work

6. Reviews, tracks, and recommends payment of consultant invoices

7. Coordinates and provides necessary Capital Programs’ support services, as needed

8. Resolves issues that arise during the project planning and design

Manages consultant, contractor and engineering services during the construction phase.

1. Coordinates construction bidding and contract award process

2. Coordinates and conducts pre-construction conferences

3. Travels to the site and inspects project process

4. Directs the consultant and contractor during construction, as appropriate

5. Manages resident engineering and inspection forces assigned to the project

6. Conducts meetings with involved parties regarding project progress and issues

7. Ensures timely and accurate completion of logs, daily progress reports, construction and financial reports

8. Approval of consultant and contractor requests for payment, amendments and change orders within established agency levels or obtaining necessary approvals through department procedures

9. Ensures Massport compliance with all construction/building-related permits

10. Tracks and ensures timely response to shop drawing submittals

11. Manages BIM deliverables

12. Monitors contractors’ work for safety, quality, cost, schedule, cleanliness and minimizing the impact on operations

13. Ensures proper commissioning of the facility and closeout of the project including preliminary inspection, certificate of occupancy, punch list, as-builts, operation and maintenance manuals, operations training, guarantees and warranties, final cleanup and final inspection

14. Evaluates the consultant’s and constructor’s performance at the conclusion of projects

Serves as the department’s liaison on all of Massport’s real estate and development projects.  

1. Leads the engineering coordination effort on all real estate initiatives and projects to ensure Massport's interest

2. Serves as Massport’s primary point of contact during the construction phase for all development projects on Massport’s properties


Establishes and maintains coordination with public, private and community agencies or groups to ensure the achievement of project goals

Provides liaison with other departments on such activities as tenant coordination, FAA/MassDOT/FHWA/MARAD/FEMA interface, insurance, badging, operational impacts, community impacts, etc.

Provides input to the environmental processes and participates in public hearings

Conducts presentations to various internal and external interest groups on an as-needed basis


1. Ability to provide supervision and technical guidance to assistant project managers, engineers, resident engineers, and support staff on selected Maritime projects. Ability to manage several capital projects at a given time, maintain the central files for each project, as appropriate, provide design and construction management services on in-house projects, as assigned, provide in-house technical services and technical reviews in the area of their professional expertise, and maintain information relevant to measuring and controlling project progress from design through construction. 

2. Proven experience leading change through collaborative strategies, developing effective engagement campaigns and communications, as well as strong project management, analytical, written and oral communication skills, and have demonstrated abilities to:

Job Requirements and Qualifications

EDUCATION LEVEL: Must have a Bachelor’s or Master’s Degree in Engineering

EXPERIENCE IN RELATED FIELD: Must have a minimum of 3-5 years of relevant waterfront engineering experience. Experience in construction management and management of public agency projects is desirable.


1. Registered Professional Engineer (required)

2. Extensive knowledge and abilities in Excel, Word, and PowerPoint

3. Massachusetts Class D driver’s license

4. Experience and working knowledge of the Massachusetts public bidding process and public bidding laws

5. Experience in working on BIM-enabled projects

6. Knowledge of Lean design & construction

7. Knowledge of budgetary principles and practices

8. Demonstrated organizational and personal management skills required

9. Ability to pass a Massport background check and obtain a Massport Security Badge

10. Ability to pass Massport pre-placement physical, controlled substance testing, and background security check

11. Ability to obtain a Transportation Worker’s Identification Credential (TWIC)

12. Experience in construction management and public agency projects

13. Certified Construction Manager (CCM) desired


Environmental Parameters: Ability to work in an office and to travel to all Massport facilities. Ability to work in a marine and airport environment with conditions which may include: fumes, odors, gases, chemicals, and dust as well as decibels in the range of 65-100; and in all weather conditions (hot, cold, humid, dry and wet). Ability to work in conditions that may include: proximity to moving mechanical parts, electrical shock, working on scaffolding and high places, underground tunnels, small crawl spaces, exposure to wires, and chemical agents. Ability to work in or on all MPA land and water vehicles.

Physical Demands 

Strength: Ability to exert up to 20 lbs of force occasionally to lift, carry, push, pull, or otherwise move objects.

Type: Ability to match and sort items based on color; to distinguish between different colors. Ability to walk or stand for long periods of time. Expressing or exchanging ideas by means of spoken word, and perceiving the nature of sounds. Ability to bend, stoop and crawl. Good hearing to monitor radio equipment. Clarity of vision beyond 20 feet.

Administrative: Ability to compile, record, and interpret data quickly and accurately; to prepare records and reports, and post data; to avoid perceptual errors in performing computations. Ability to complete forms such as requisitions; reconcile data; prepare budget requests; supervise consultant work, pay close attention to detail and accurately distinguish data.

Supplemental Information

WORK SCHEDULE: Ability to work 37.5 hour work week, and ability to meet fluctuating workload demands as necessary. Willingness to be on call 24 hours a day, seven days a week to respond to emergencies on projects, as directed by Capital Programs management.

EQUIPMENT USED: Computer, charts, BIM models, schedules, Architectural, Engineering, and Construction Documents, contracts, diagrams, directives, forms, manuals, publications, reference books, schedules, 2-way radio, cell phone, Maps, Local Ordinances, Personal Protective Equipment, Authority Pool Vehicles, and other MPA equipment, as necessary.
