Operations Manager Job description
Responsibilities
Reporting to the Deputy General Manager, New Jersey Marine Terminals, the selected candidate will be primarily responsible for management and oversight of the day-to-day activities at Port Jersey Port Authority Marine Terminal ("Port Jersey"). Responsibilities include, but are not limited to the following:
- Directly supervise operations and maintenance staff assigned to Port Jersey and provide oversight of contract maintenance staff to ensure a high level of customer service and efficient operations
- Ensure excellent customer service is provided to port customers and tenants through timely feedback, regular visits, and following up on open issues
- Monitor tenant operations and ensures compliance with Port Authority leases
- Manage emergency management, security, and public safety programs including liaison with emergency service providers, public safety, and local community
- Develop and update emergency response plans and respond to all facility emergencies including, but not limited to, weather, accidents, and security incidents
- Ensure compliance with the Marine Terminals Tariff at all public berths and vacant spaces throughout the facility and participate in annual reviews of rules and regulations
- Work with Port Redevelopment, Engineering, Planning, and Operations on construction coordination, roadway access issues, long-term capital planning, and coordinate with Leasing on RFP’s/RFEI for available space on the property.
- Provides operational input on AMMP contracts, new leases, redevelopment projects, and facility construction
- Administer and coordinate activities related to contracts including maintenance and security guards
- Oversee Port Jersey facility budget and expenses. Advise and assist NJMT Management in the formulation, implementation, and oversight of the Port Jersey financial, capital, operational, and administrative plans.
- Provide coverage for NJMT Management staff based on operational needs.
- In the absence of the General Manager and Deputy General Manager, the selected candidate may be responsible for all NJMT facilities.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor's degree in Maritime Transportation, Logistics, Business, Public Administration, or related field from an accredited university or college
- A minimum of three (3) years of progressively responsible experience in a governmental or private business setting, with emphasis on managing operations and staffing issues
- Must have a valid driver's license
- The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by the Department of Homeland Security
- The selected candidate will be required to obtain Certification as a Facility Security Officer within six months of appointment to the position

- Proven ability to supervise staff in both management and union positions
- Demonstrated knowledge of Port Authority operating policies and procedures, specifically those related to facility management, operations, and asset management
- Demonstrated ability to prioritize projects, manage time effectively and work independently
- Ability to take independent action, be innovative and decisive
- Excellent analytical and problem-solving skills
- Demonstrated written and oral communication skills
- Exceptional ability to work with individuals at all levels, both from within and outside the organization
- Ability to manage conflicts effectively
- Demonstrated knowledge of PA authorization, procurement, and audit processes
- Proficiency in the use of SAP, PeopleSoft, Microsoft Word, and Excel
