Administrative Assistant Job description
Under the supervision of the GPA management designee, the Assistant Manager of Transportation Compliance is responsible for administering and coordinating Department of Transportation (DOT) compliance, reporting, training, and auditing as it relates to State, DOT, and FMSCA regulations. Promotes a safe work environment by participating in safety initiatives and reporting unsafe conditions and behaviors.
JOB DUTIES AND REQUIREMENTS:
1. Oversees the Commercial Driver's License (CDL) driver management program. Assists with the development and support of DOT programs to ensure compliance and safe operations of company vehicles. Monitors and ensures compliance of driver qualification documentation and maintenance of DOT-required compliance records.
2. Conducts internal compliance audits and risk assessments to ensure effective and consistent implementation of regulatory and DOT requirements.
3. Monitors Electronic Logging Device (ELD) and establishes driver instructions and guidance on use, maintenance requirements, and reports.
4. Monitors and audits DOT driver HOS and ELD to ensure compliance; research issues and provides resolutions and recommendations to GPA management. Reviews, monitors, and maintains compliance for hours-of-service logs (ELD's) and daily vehicle inspection reports for regulated drivers and vehicle.
5. Updates management on all electronic logging activity, changes, and/or issues that may affect the ELD system. Confirms all DOT information contained within the files are up to date including motor vehicle records.
6. Prepares, analyzes and disseminates detailed reports related to driver HOS regulations, driver compliance and additional reports as requested by management.
7. Ensures driver qualifications are current to include license and DOT physical renewals, and self-certifications are complete. Manages drivers' program to ensure licensing is maintained in accordance with DOT and GPA policy requirements.
8. Research and assist with developing guidance and plans for compliance with federal and state laws and DOT regulations.
9. Communicates compliance deficiencies with recommendations for solving deficiencies to appropriate management.
10. Manages all Drug and Alcohol testing in compliance with DOT rules and regulations, including scheduling, maintaining paperwork, and updating database records.
11. Manages the designated DOT CDL database, keeping up to date with changes, new features, releases, and training opportunities.
12. Ensures all driver qualification training elements remain in compliance through routine auditing and observation, and that required refresher training is developed and delivered to drivers and their supervisors as needed.
13. Participates in 24-hour on-call duty for Risk Management to assess liability exposures and administer drug and alcohol testing policy.
14. Performs other duties as assigned.
JOB REQUIREMENTS:
Knowledge, Skills and Abilities:
Comprehensive knowledge and understanding of Federal and state DOT and FMSCA. Ability to exercise prompt independent judgment. Ability to learn and manage the GPA computer systems. Experience with Microsoft Outlook, Excel and PowerPoint desired. Excellent oral, written, and listening skills are required. Ability to deal effectively and professionally with the GPA staff on all levels as well as customers, representatives of the shipping industry, and the general public required.
Education and/or Experience:
Four-year college degree. Four years of related work experience and knowledge of state, DOT, and FMCSA regulations are required. Prior management experience desired.
Other Requirements:
Must meet the criteria for and obtain a Transportation Worker Identification Credential (TWIC). Must have a valid driver's license and reliable transportation.
