Position Summary:

The primary function of a Telecommunication Lead is to provide immediate radio communications with Law Enforcement, Security, and Fire personnel. Coordinates, directs and records police, security, and fire activities and ensures a prompt response to requests for police, security, fire, and operations assistance or services in emergency and non-emergency events. Records and accesses critical criminal data to safeguard the responding Law Enforcement, Security, and Fire, support staff and those requesting emergency assistance. Responds to institutional and emergency situations and activates emergency procedures. Performs multiple tasks concurrently while working in an intense, stressful and fast paced environment, while maintaining a professional, poised, positive, and calming demeanor.

Key Responsibilities/Duties:

  • Promotes the appropriate police and/or security response to calls-for-service by receiving and transmitting emergency and non-emergency information to law enforcement and security personnel on a Public Safety Radio Communications system.
  • Coordinates resources to support police personnel engaged in emergencies.
  • Monitors the locations and activities of police and security personnel throughout each shift.
  • Enters all pertinent data concerning calls for service, officer assignment and patrol activity into a Computer Aided Dispatch (CAD) system and/or the national, state and local criminal data bases.
  • Secures confidential, privileged, and sensitive Law Enforcement information, in accordance with the appropriate statutes and/or governmental policies and procedures.
  • Complies with the mandated use, operation, and management of the TLETS systems.
  • Provides guidance and support for Telecommunications Officers, Police, Fire, and other Emergency personnel.
  • Other duties to include, but not limited to, emergency recall and/or may be required to remain on-site or work extended hours during man-made or natural disasters and unusual occurrences in or around any Port terminal.
  • Assist in overseeing the day-to-day operations of the Dispatch Communications Center, which provides telephone, computer/teletype information, police and fire communications on a 24-hour, 7 day a week basis, 365 days a year.
  • Assures that proper procedures, techniques, policies, and applicable federal and state laws are adhered to in the daily operation of the Dispatch Communications Center.
  • Assist in maintaining procedural manuals and in designing new procedures as needed.
  • Assists the Telecommunications Supervisor in insuring that the Dispatch Communications Center is maintained in a neat and orderly fashion, and that faulty equipment is reported immediately for repair or replacement.
  • Responsible for facilitating the maintenance and repair of all equipment relating to communications. 
  • Coordinates with the Telecommunications Supervisor, other Lead Telecommunicators and Telecommunications personnel to maintain uniformity of operating policy and procedure on all shifts.
  • Serves as a Field Training Officer and orients new employees in departmental policies, procedures, and regulations.
  • Trains police and civilian personnel on various telecommunications topics.
  • Perform duties of Telecommunications Officer (Dispatcher), as required.
  • Ensure all equipment in the Dispatch Center is in working order

  • High School diploma or GED equivalent required
  • 2+ years of related emergency dispatch experience required
  • Intermediate Telecommunicator Certificate preferred
  • Texas Department of Public Safety maintain Associate TAC certification within 6 months of appointment.

  • Knowledge of TCIC/NCIC 
  • Knowledge to comprehend and communicate information received and entered into OpenFox
  • Ability to learn and use Port Houston Visitors Management System
  • Ability to maintain CJIS security clearance

  • Ability to maintain confidentiality requirements
  • Ability to focus on job-related functions 
  • The ability to pay attention to details, effective written communication within CAD and effective organizational skills
  • As a first responder or an essential employee you will be required to work during inclement weather you will be recalled immediately for emergencies at any time. 
  • Required to work all shifts days, evenings, overnights, weekends, and holidays.

Physical Demands:
