Supervisor Specialist Job description

Responsible for inspections, and the operational, predictive, preventive, and corrective maintenance in the Central Heating Plant, Terminals, and various other buildings and locations at Logan International Airport. This includes calibrating, documenting, troubleshooting, and repairing/replacing instrumentation for systems that measure/control temperature, pressure, flow, speed, frequency, level, and other process variables.

Essential Tasks of the Job

Supervises inspections, installation, programming, loop checking, start-up, calibration, maintenance, diagnostic analysis, troubleshooting, repair, and/or replacement of Industrial/Commercial metering and control; Computer-based, network, and stand-alone systems and devices; Systems associated with Electrical, HVAC, mechanical, water, wastewater; Central heating and cooling plant boilers, chillers, steam, high-temperature hot water, chilled water and instrument air; and other utility distribution systems.

1. Ensures maintenance and repair of: flow meters, BTU meters, temperature sensors, pressure sensors, humidity sensors, temperature and pressure gauges, PLC’s, hazardous/nonhazardous gas monitoring and detection systems and portable meters, VFD’s, SCR’s, remote tank monitoring systems, SCADA Controllers.

2. Assesses the extent of repair necessary.

3. Place service calls to the appropriate vendors and follows up with vendors to ensure the proper operation of each system.

4. Coordinates with other MPA staff as well as outside contractors to resolve system problems, and in the planning for new system additions, modifications, installations, and maintenance.

5. Maintains logs on all systems.

6. Prepares reports of monthly activities and evaluates the efficiency of systems at the Central Heating Plant, Terminals, and various other buildings and locations at Logan International Airport and Hanscom Field

7. Develops and assigns daily work orders via the Maximo asset management system to prioritize work, and perform preventative maintenance and repairs.

Develops, plans, designs, implements and executes in-house software/ programming upgrades and system enhancements to ensure present and future designs meet the system and Massport’s standards, procedures, and requirements.

1. Evaluates and modify software and hardware as needed.

2. Supervises the development of customized and specialized software, database and hardware applications for computer-based systems.

3. Ensures installation and execution of customized and upgraded applications of programming/control software.

4. Applies knowledge of ladder logic and programming functions.

5. Applies knowledge of calibration and operation of hard-based transmitters.

Solves end-user problems in the areas of hardware, software, networking and equipment.

1. Applies knowledge of DCS (Distributive Control System), WEB-based, and Windows-based software programs as well as computer literacy skills.

2. Supervises installation and configuration of specialized software and hardware to meet system requirements.

3. Supports the troubleshooting and maintenance of complex control schemes involving electronic and pneumatic equipment. Investigates software application problems and ensure calibration of all instrumentation from the field.

4. Directs the optimization of software configuration to enhance energy savings.

5. Assigns the troubleshooting and maintenance of analog as well as digital control systems.

Maintains a current set of “AS – BUILT” record drawings on Central Heating Plant, Mechanical, Utility Distribution, and HVAC, Systems.

1. Sorts and organizes records of as-built drawings for efficient filing and retrieval.

2. Develops and maintain a computer-based record drawing management information system.

3. Controls all access to and modifications of record as-built drawings within the Central Heating Plant.

At the direction of the Manager Electrical, ensures the electrical and controls maintenance for the Central Heating Plant and all systems, including Maintaining, Repairing, and installing all high and low-voltage electrical systems in the Central Heating Plant and Utility tunnels.

1. Designs or reviews wiring diagrams for lighting, control systems, electric motors, high and low voltage circuits, and high voltage switchgear.

2. Installs maintain, and repair systems as needed.

3. Installs, maintains and repairs Gaitronics public address system in and around buildings, and utility tunnels.

4. Maintains and repairs Central Heating Plant electrical substation and equipment.

5. Performs daily substation checks.

Assists in directing the electrical employees in order to provide adequate personnel for day-to-day operations and off-shift coverage.

1. Assigns specific duties to personnel, and special projects, considering individual knowledge and experience.

2. Reviews reports, papers, and other records prepared by personnel for clarity, completeness, accuracy, and conformance with agency policies.

3. Routes approved reports and records to superior for action.

4. Coordinates work activities of the unit with other units, sections, or agencies to prevent delays in actions required or to improve services to the public.

5. Plans and conducts, or arranges for, orientation and training of personnel.

SECONDARY JOB TASKS:

Orders and maintains the proper inventory levels of electrical and electronic parts and supplies.

Assists in snow emergencies as required.

Conducts safety meetings and instructional sessions with electrical personnel on distribution, preventive maintenance, and all high-voltage switching.

1. Develops new safety procedures, programs, and policies for the Unit.

2. Consults with the Manager Electrical on the implementation of all new safety procedures, programs and policies.

3. Updates electrical employees on the progress of safety programs and areas of concern.

4. Provides on-the-job safety training as needed.

5. Reviews Massport contract specifications and tenant alterations, in conjunction with the Manager Electrical and General Foreman, to ensure quality installation and safe electrical inspection.

Performs other tasks as assigned by the Manager Electrical.

Job Requirements and Qualifications

Education: Associate’s Degree in electrical/electronic control theory or equivalent technical certificate or comparable related experience required. 

Experience in field/related field: 10-15 years experience with Industrial Processing Controls and metering systems (Bailey, Foxboro, Moore, Fisher, Cutler Hammer, Schneider, ADB, ABB, Honeywell, SCADA, Vederoot fuel monitoring, Interaction, and Building Automation Systems) associated with a First Class Central Heating/Chiller Plant and large mechanical and utility distribution systems. Extensive knowledge of high-pressure boiler and industrial chiller operations.

Unique Expertise/Certification/Registrations:

1.  Current and valid driver’s license.

2. Massachusetts Masters Electrical License.

3. Ability to successfully complete required paperwork and documentation on a highly detailed level.

4. Ability to read and understand complex electrical and electronic schematics for industrial process applications relating to boiler and chiller operation.

5. Ability and willingness to attend vendor training.

6. Ability to obtain Massport Security Badge.

7. Ability to pass airfield driving test and obtain Aerodrome Ramp and Apron License.

8. Ability to pass Massport controlled substance screening and background security checks.

9. Working knowledge of commercial and high voltage switch gear and motor control centers.

10. ISA Certified Control Systems Technician level 3 or higher.

Supplemental Information

Work Schedule:  40-hour workweek with the ability to work any shift and must be willing to work overtime as assigned. Must be able to work weekends, holidays, and in emergency conditions as assigned. Ability to respond to pager calls 24 hours a day.
