Safety Specialist Job description

Assists in the development and implementation of programs intended to ensure that all Massport facilities comply with federal and state occupational safety and health regulations. Provides safety support to reduce Massport employees' exposure to injuries. Provides direct safety support for all Capital Program Projects. Provides overall occupational safety support to all Massport locations and construction sites. Ensures compliance with Massport’s 20-20-20 Safety Program for all projects on Massport property.

Essential Tasks of the Job

A. Assists in developing and implementing programs to reduce Massport employee injuries in order to control costs.

1. Performs Job Hazard Analyses to identify hazardous work processes and to recommend modified procedures, new technology, or personnel protective equipment to reduce incidents of injury.

2. Conducts accident investigations in order to identify and eliminate factors that contribute to workplace injuries.

3. Conducts accident investigation training for Massport supervisors in order to identify factors that contribute to workplace injuries.

4. Develops and provides training to employees to improve safety performance.

5. Attends Massport departmental safety meetings and follows up on issues acknowledged at these meetings.

6. Reviews required contractor submittals, such as confined space entry plans, demolition plans, site-specific safety plans, and accident investigations to ensure that they are in conformance with all applicable safety rules and regulations.

B. Assists in developing programs in response to new safety regulations or initiatives, to ensure they comply with OSHA regulations and standards.

C. Provides loss control services at Massport facilities to reduce exposure to general liability insurance claims.

1. Performs inspections at customer-accessed facilities to identify potentially unsafe conditions.

2. Recommends corrective action to abate conditions that have been identified.

3. Performs investigations and prepares reports of incidents with general liability implications.

D. Ensure that Massport construction projects are in compliance with applicable Massport, state, and federal occupational safety and health regulations.

1. Performs site inspections and audits to assure compliance with safety regulations.

2. Conduct pre-construction and pre-bid safety briefings for contractors.

3. Reviews accident data from contractors and performs accident trend analysis.

E. Manages Industrial Hygiene & Asbestos Abatement term contracts.

1. Assists Project Managers and Facilities Managers to determine the presence of asbestos-containing building materials (ACBM).

2. Coordinates with the Commonwealth of Massachusetts Department of Environmental Protection (DEP) to assure proper notification of work.

3. Monitors ACBM removal through the term contract or other contracts to assure it is removed safely to protect employees, the public and the environment.

4. Assists to prepare Request for Qualifications (RFQ) and proposals, Board agenda items, the scope of work and budget.

5. Develops budgets and schedules, oversees and critiques work products, and reviews and approves invoices.

6. Prepares project records, updates and status reports.

F. Coordinate activities with the Massport Safety Alliance Committee.

1. Attends committee meetings, monitor committee activities and provide the committee with topical information.

2. Provides necessary follow-up on identified safety matters to ensure corrective action is completed.

3. Coordinates vendors and presentations for the annual Safety Fair.

G. Perform Ergonomic Assessments for Massport employees as requested.

1. Makes recommendations on equipment and work environment in order to eliminate or alleviate employee discomfort. 

2. Maintain files on assessments performed and action taken.

3. Coordinate ergonomic activities with area managers and supervisors to explain issues and actions related to assessments.

H. Perform miscellaneous duties related to the Safety Program.

1. Store, maintain, operate, and calibrate Massport electronic safety analysis equipment.

2. Participates in the development of safety rules and operational standards.

3. Prepares a comprehensive schedule of safety office activities, such as audits, safety committee meetings, and pre-bid and pre-construction meetings.

4. Performs Indoor Air Quality assessments as requested.

5. Performs safety orientation briefings for new Massport employees.

6. Maintains the detailed inventory of safety supplies and environments.

7. Administer Respiratory Protection Program. Initiate medical review questionnaires and track information.

SECONDARY JOB TASKS:

Job Requirements and Qualifications

EDUCATION: Bachelor’s degree in industrial hygiene, public health, and safety, occupational safety, or related technical field required.

EXPERIENCE: 5-7 years of experience in implementing comprehensive safety programs. Training experience in identification and evaluation of safety hazards preferred. Sound knowledge of construction practices, construction sites, and construction compliance issues is required. 

UNIQUE EXPERTISE/CERTIFICATION/REGISTRATIONS:

1. Certified Safety Professional and Construction Health and Safety technician preferred.

2. Working knowledge of relevant Massachusetts and federal laws, regulations and codes.

3. Knowledge of OSHA safety regulations.

4  Demonstrated oral and written communication skills; and strong interpersonal skills.

5. Massachusetts Class D driver’s license unrestricted except for corrective lenses.

6. Ability to pass airfield driving test and obtain an Aerodrome Ramp and Apron License.

7. Ability to pass Massport security clearance and obtain a Massport security badge.

8. Ability to complete relevant training.

9. Ability to pass a Massport controlled substances test and security background checks.

D. WORKING CONDITIONS:

1. Environmental Parameters: Ability to work in an office and to travel to all Massport facilities. Ability to work in an airport environment with conditions that may include: fumes, odors, gases, chemicals, and dust as well as decibels in the range of 65-100; and in all weather conditions (hot, cold, humid, dry, and wet). Ascend or descend stairs (and ladders in emergency situations). Ability to work in conditions that may include: proximity to moving mechanical parts, electrical shock, working on scaffolding and high places, underground tunnels, small crawl spaces, exposure to wires, and chemical agents.

2. Physical Demands:

a. Strength: Ability to exert up to 20 lbs of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move an object.

b. Type:  Ability to match and sort items based on color; to distinguish between different colors. Ability to: walk or stand for long periods of time; express or exchange ideas by means of spoken word, and perceive the nature of sounds; bend, stoop and crawl; demonstrate good hearing to monitor radio equipment and clarity of vision beyond 20 feet.

Supplemental Information

E. WORK SCHEDULE:  Ability to work a 40-hour workweek, and ability to meet fluctuating workload demands as necessary. Ability to be on call and respond to emergency calls 7 days per week, 24 hours per day.

F. EQUIPMENT USED:  Computer, telephone, 2-way radio, intercom, 4-gas confined space entry meter, Q-Trak air quality meter, noise dosimeter, sound level meter, photoionization detector, blueprints, architectural, engineering, and consultant documents, drawings and charts, and other MPA equipment.
