TSA/TSO Airport Security Job description

Position Summary:
Reporting to the Manager, Security Response and Investigations, this position is the day of security contact and is responsible for liaising with front-line law enforcement, partners and stakeholders on a day-to-day basis about security issues/events/activities as they relate to operations in order to share information that is of value to the GTAA in the conduct of business activities.
Key Accountabilities:
- Prepare and deliver verbal and written shift briefings to team members relative to: the airport security status; intelligence relative to the airport aviation security; criminal activity at Toronto-Pearson; and GTAA corporate security issues
- Seek out, engage and continually build relationships with members from our security partner agencies to develop personal rapport and trust in order to serve mutually shared goals through open inter-agency communications
- Maintain a current airport security status report through monitoring of airport security events, staff activities, media, contact with security and intelligence partners and use that to brief operations and Safety and Security team members and others as the need arises
- Provide day-of input to the Manager Operations on the identification, development and execution of security priorities and is a dedicated point person to monitor and track all Safety and Security activities from quality assurance and effective resource utilization perspectives
- Coordinate the detection, prevention, response to, and recovery plans/activities associated with acts or attempted acts of unlawful interference with civil aviation
- Act as an incident command (IC), as required, during security incidents
- Establish oneself as the subject matter expert and provide Incident Management System escalation to security command as per the Security Incident Management Plan
- Plan and lead the incident-driven Threat-Risk-Assessment as the GTAA’s security representative, collaborating closely with the safety and security team and external partners in the ongoing resolution to the incident
- Liaise with Police, Transport Canada, CATSA, and other security partners to coordinate airport activities associated with security events/incidents or escalation in security posture
- Receive dispatch, and act as escalation response to calls related to unattended items and vehicles including Explosive Detection Trace (EDT) alarms
- Conduct initial investigation and assessment of security events using all available tools and escalate as required
- Collect, collate, and review reports from Safety and Security team members evaluating the effectiveness of each incident from a process perspective and provide recommendations, trend assessment and insight to the responsible managers or departments
- Assist managers with the development and execution of training exercises and scenarios and assessing the efficiency of security programs, protocols and procedures identifying strengths/weaknesses, gaps and making recommendations for their remedy
- Provide investigative support to internal and external partners to facilitate their mandates by identifying and supplying (in accordance with GTAA policies) relevant information
Qualifications:
- Diploma in Law and Security or Aviation Management, a related Bachelor’s degree from a recognized educational institution or a graduation certificate from a recognized policing agency training facility
- Minimum 5 years of airport security experience or in a similar security environment such as a transit facility, large public institution, or infrastructure facility
- Minimum 1 year of proven experience as a responder to security-related events
- Currently, hold or be able to obtain “DA” AVOP within 30 days of appointment to the position
- Ability to obtain or maintain current certificates in Basic First Aid and CPR
- Ability to obtain and retain Level III Secret Clearance
- All other legislatively required training as is directed for the position
- Valid Ontario G Driver’s License
- Ability to obtain and retain a Transportation Security Clearance
Knowledge, Skills and Abilities:
- Above average knowledge of and familiarity with the operational application of Acts, Measures, and Directives regarding aviation security including the Aeronautics Act, Canadian Aviation Security Regulations (CASR), Aerodrome Security Measures (ASM), Air Carrier Security Measures (ACSM) and others and the ability to apply and interpret said Acts, Measures, Directives, and policies and procedures to circumstances occurring at Toronto Pearson
- A self-starter who possesses strong informal leadership skills and is able to work well independently and with a team
- The ability to understand, decipher, assess and make decisions utilizing multiple, simultaneous sources of information input and summarizing research or intelligence assessment results in order to prepare security briefings both written and verbally
- The ability to multitask numerous ongoing issues and prioritization tasks
- Knowledge and experience in the conduct and execution of the Security Incident Management Plan and the security incident-driven Threat/Risk/Vulnerability Assessment processes
- Demonstrated negotiation, collaboration and influencing skills
- Excellent verbal and written communication and problem-solving skills
- Proficiency in the use and maintenance of Trace Detection equipment – Explosive Vapour Detection/Saber
- Knowledge of the organization and responsibilities of federal, provincial and municipal law enforcement and other on-airport agencies
- Skilled with the use of security systems currently in place at Toronto Pearson, including access control, CCTV telecommunications and radio communications systems; and associated archival systems.
- Proficiency with corporate reporting and database systems such as Sharepoint Perspective, RAPS+, and the Intermediate Microsoft Office Suite
- Ability to work on a rotational shift schedule – covering 24 hours per day, 7 days per week, which may include a requirement to work overtime before and after a regular shift or being called into work on regular days off
