Operations Manager Job description

JFK Airport is undergoing a major modernization through the redevelopment program. The overall goal of this program is to create a 21st century world-class

airport. The redevelopment will take place in multiple concurrent work areas, within the heart of the airport’s operation, while the airport continues to operate a full flight schedule and perform normal maintenance and SGR work to keep the facility safe and compliant with FAA regulations.

Key elements of the program are designed to improve airport functionality, operational efficiency, the customer experience at airport facilities, and overall satisfaction with the airport. This $18.5 billion transformation will allow for a more unified, interconnected terminal layout, simplification of the on-airport roadways, centralization of parking facilities, world-class amenities, improvements to airside operations and the reduction of ground delays, development of state-of-the-art cargo facilities, increase in capacity of the AirTrain system, and improvements to roadway access and expanded rail mass transit to JFK.

Since the scale of the project will be approximately five times the size of the LGA program, it will require a commensurate addition of dedicated resources to manage multiple projects to avoid impacts on day-to-day operations. In addition to terminal and roadway redevelopment, the airport will also support sustainability initiatives and Northside Cargo development. The Program Manager will serve as a liaison between the JFK Operations & Maintenance team, including the AirTrain team, JFK Redevelopment Program Management team, Core Capital project team, Commercial Management team, and Sustainability team.

Reporting to the General Manager, JFK Airport, this position is a crucial member of the General Managers Office, providing support to the JFK Operations, Maintenance, Airtrain, JFK Redevelopment Program Management team, Core Capital project team, Commercial Management team, and Sustainability team.

  • Prepare and review internal and external communications, develop briefing documents and presentations, and coordinate staff work across multiple divisions and units.
  • Serve as the gatekeeper to the General Manager's office for all construction overlapping challenges. Work proactively to resolve issues and conflicts with stakeholders prior to escalating.
  • Manage communications to all stakeholders for the General Manager pertaining to JFKR information and progress.
  • Coordinate with facility safety teams to implement plans to address performance in safety/security during the JFKR construct. Oversee development and execution of action plans and assess performance improvements where applicable.
  • Monitor coordination of airport Redevelopment Programs by ensuring developers and the Port Authority team collaborate continuously to assess the interrelationship between projects and overall impacts on airport operations and the customer experience.
  • The successful candidate must be able to leverage their knowledge and acumen to establish strong connections between redevelopment, commercial, and airport operations activities while ensuring active communication channels are maintained to prevent silos from forming.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Public Policy, or related field an accredited college or university.
  • Extensive experience in policy, business analysis, program management, operations, maintenance, or administration.
  • Demonstrated experience organizing a demanding workload with the ability to working a high-pressure environment with multiple tasks due in a tight timeframe. 
  • Demonstrated ability to establish comprehensive, detailed plans with specific timelines, milestones, and deliverables necessary to meet or exceed project goals. 
  • Demonstrated problem-solving, analytical, and decision-making skills.
  • Strong, proven oral and written presentation skills. A writing sample may be required as part of the interview process.

  • Proficiency with Microsoft Word, PowerPoint, Excel, Teams, and SharePoint.
  • Knowledgeable with PowerBi applications.
  • Experience managing consultants and other contractors.
  • Strong communication (verbal and written), organizational, and collaborative skills. Demonstrated ability to communicate complex technical matters to lay audiences.
